Yep. That's what I believe, anyway. And since I am pretty sure that in Rowling's novels Voldemort's pursuit to conquer death won't include any mad blood and sex rituals, I have to write down my ideas before the next books are release and canon will prove me wrong ;-)

but in GoF the number of DEs that show up when called are rather small. Could Voldemort have promised them immortality as well? In exchange for some, uh, help with his own?

I think that's well possible. In OotP, we learn that there is quite a distinction between "normal" Dark(-ish) wizards & Voldemort sympathisers and fully-fledged Death Eaters: when Sirius tells Harry about his family, who weren't Death Eaters on the whole, apart from Regulus. So yeah, there seems to be an inner circle of the initialised ones.

I think, since the pursuit of immortality is Voldemort's aim, it can be well assumed that this is what distinguishes Death Eaters from the rest of the Dark wizards (and sympathisers). After all, the Blacks seem to fulfill many requirements of Dark wizardry, what with the pure-blood mania, and the discrimination of lesser races and the general unpleasantness *g* - but still, they are no Death Eaters.

Snape/Black is shortened to Snack for a reason ;) Just like chips, you know: once you begin, you can't stop.
