What's really odd is that while the other creatures are pitied/discriminated against for their difference, and reassured that it doesn't/shouldn't matter; the Veela are actively given responsibility for their effect over others: they manipulate men by appearing beautiful which, it's implied, is the opposite of their characters ("boys...never go for looks alone!") or as Harry puts it 'It wasn't your fault...she was turning on the old charm...'
