Yes, this is sort of what I assumed (not that I've ever given it that much thought). The Muggle ministry, Secret Service or whathaveyou know about the wizarding word, but there is an agreement between both societies that they keep well out of each other's way. The agreement, of course, gets broken all the time, and the government has to hush things up.
